Roger Lark Kemp was born on August 1, 1946 in St. Paul, Minnesota, United States. Son of Charles Woodrow and Eva Audrey Kemp.
He received a B.S. in Business Administration in 1972 and M.P.A. degree in 1974 from San Diego State University. He returned to school to earn a Ph.D. in Public Administration in 1979 and M.B.A. degree in 1984 from Golden Gate University.
Kemp served for the U.S. Coast Guard from 1966 to 1970. He began his career in the City of Oakland, CA, and served as a City Manager in California, New Jersey, and Connecticut. He was also involved in editorial advisory board of MacMillan Public Company, New York, in 1996. He lectured at colleges and universities. Kemp is now an author, consultant, and speaker.
Politically unaffiliated voter. I know that good candidates come from all political parties, as well as bad ones too.
He has been a member of International City/County Management Association (Credentialed City Manager - ICMA-CM), National Association of Schools of Public Affairs and Administration (member of Site Visit Accreditation Team), American Society for Public Administration (Past-President of Monterey Bay Chapter and the CT State Chapter), Government Finance Officers Association, National Civic League, World Future Society, Connecticut City Management Association (Past-President), and Pi Alpha Alpha (Honorary Member).
Roger is a USCG Veteran, and is proud that he has served his country. He is politically neutral, and likes to collect and review the facts on issues before he makes up his mind and takes a stand on them. He is honored to have served in municipal governments as a City Manager during his public service career
He has also served as a Distinguished Adjunct Professor, Practitioner in Residence, and Executive in Residence, at leading universities while serving as a City Manager during his public service career.

He has one child, his son Jonathan David Kemp, who resides in Middlebury, Vermont.
