Formerly a retainer of the Fukuoka Clan. In the Boshin civil war which preceded the Meiji Restoration in 1868, he distinguished himself in battles in the Ou district. Was punished for involvement in the Hagi Affair in 1876. Organized the Koyosha political society in 1879, for the purpose of inculcating democratic ideas on the popular mind. Also founded a private school for young men and women. In 1881, the Koyosha changed its name to Genyosha and he became its director.
After the Restoration, he organized the Kyoshisha, a political organization, jointly with Mitsuru Toyama in 1875.
