Roma was born on 17 (30) November in 1903 in the village of Krivonosy now Starodorozhsky district of the Minsk region in the family of a peasant.

Roma was born on 17 (30) November in 1903 in the village of Krivonosy now Starodorozhsky district of the Minsk region in the family of a peasant.
Since 1925 Roman studied at regimental school.
In 1935 he studied at Higher School of Propaganda under the Central Committee of the Communist Party of Belarus.
Roman Machulsky served in the Red Army in 1925-1928, then graduated from the regimental school and served in the 110th Infantry Regiment of the Belarusian Military District (Novozybkov). In 1928 he was sent to the reserve.
Since 1928 he head of the hut-reading in the villages of the Minsk region, since 1930 - a cultural worker at the Rechitsa construction workers' union.
In 1935 he entered, and in 1937 - graduated from the Higher School of Propaganda under the Central Committee of the Communist Party of Belarus. Since 1937 - the head of the department of propaganda and the 3rd secretary of the Gres district party committee, since July 1938 - the 2nd secretary of the Cherven district party committee, since September 1940 - the first secretary of the Pleschenitsky district committee of the party of the Minsk region.
In the fronts of the Great Patriotic War since June 1941. One of the organizers of the partisan movement in Belarus, was sent to the German rear on July 18, 1941. Since 1941 - authorized by the Central Committee of the Communist Party of Belarus, he became the secretary of the Minsk underground Party Committee and the commander of the Minsk partisan unit.
Since August 1943, he was the commander of the partisan unit of the Borisov-Begoml zone. By the time of the connection with the Red Army troops in July 1944, this formation numbered 9 brigades and 2 separate detachments (10,436 soldiers).
Since September 1944, he was the Secretary of the Minsk Regional Executive Committee, since 1950 - First Secretary of the Pinsk Oblast Party Committee. In 1954 - 1959 - Chairman of the Brest Regional Executive Committee.
Member of the Central Committee of the Communist Party of Belarus in 1949-1960. Member of the Supreme Soviet of the USSR 4-5 convocations (1954-1962), deputy of the Supreme Council of Belarus of the 2-3rd convocation (1947-1955), deputy chairman of the Presidium of the Supreme Council of the BSSR of the 2-3rd convocation (1947-1954).
Lived in Minsk. He died on April 26, 1990. He was buried at the East (Moscow) cemetery in Minsk.
