Hall was born in Burton Joyce, Nottinghamshire, the son of J.E. Hall.
He was awarded the Commander of the Order of the British Empire in 1946. Hall fought in France from 1915-1918 in the European War. He was Secretary of the Economic League for European Company-operation (British Section).
He was the author of several books on historic periods in Europe and on China.
He wrote the following publications;

Hall was Liberal candidate for the Ilford South division of London at the 1950 General Election. lieutenant was an unpromising seat where the Liberal had come third at the previous election.
The 1950 elections were tougher for the Liberals and he finished a poor third;
He did not stand for parliament again.
He was Her Majesty Consul-General, Canton, and a Member of Her Majesty Diplomatic and Consular Service.
