She was formerly New Zealand"s Permanent Representative to the United Nations in New York from June 2005 to June 2009. Previously she served as deputy high commissioner to the Solomon Islands (1985-1987), and Australia (1992-1995). Banks graduated with an Master of Arts in Russian from the University of Canterbury, and received an Master of Science from the London School of Economics in the United Kingdom. She was awarded an honorary doctorate of literature from the University of Canterbury in April 2015.
