Roshell Bissett is the fifth and only daughter of James Bissett who was a Canadian diplomat.

Roshell graduated from Sir Robert Borden High School and then later went to the University of Ottawa, where she graduated in 1991 with a Bachelor of Fine Arts in painting.
She completed a second Bachelor of Fine Arts, this time in cinema at Concordia University in Montreal in 1993. Roshell began making films in the early 90s including the short films "Blue Canary" 1991, "Stella Signata" 1993 and "Eating Noodles by the Mekong" 1994. In 1998 she directed and co-wrote the feature film Winter Lily.
She taught film production for a short time at the Mel Hoppenheim School of Cinema at Concordia University in Montreal.
