Roy E. Allen was born on July 11, 1957, in Palo Alto, California, United States. He is a son of Oliver Allen, a carpenter, and Dorothy (Mears) Allen, a nurse.
In 1979, Roy received a Bachelor of Arts degree from the University of California, Santa Barbara. Later, in 1983, he got a Doctor of Philosophy degree from the University of California, Berkeley.
Between 1984 and 1985, Roy held a post of a senior economist at Recon Research Corporation in San Francisco, California. Since 1985, he has been serving as a Professor of Economics at Saint Mary's College of California in Moraga. Later, in 1998, Roy became the owner and publisher at the Global Outlook Publishing in Oakland.
During his career, he also acted as a consultant to financial corporations, as well as early advisor to USSR financial reforms and relations with the United States under Gorbachev.
