He was born on July 17, 1906, in Brooklyn, New York City, the son of Congressman Stephen A. Rudd (1874–1936) and Martha (Lindsay) Rudd.
In 1946, he ran for re-election, but was defeated by Republican Richard McCleery. He was an Assistant District Attorney of Kings County until August 1951. In October 1960, he was appointed by New York City Schools Superintendent John Jay Theobald as the Legislative Representative of the School Board.
He died in November 1997.
And was buried at the Cemetery of the Evergreens in Brooklyn.
Rudd was a member of the New York State Assembly (Kings Company, 20th Doctorate) in 1937, 1938, 1939-1940, 1941-1942 and 1943–1944. And a member of the New York State Senate (9th Doctorate) in 1945 and 1946.
