He attended the Gymnasium in the Steglitz section of Berlin, then studied chemistry at Strassburg and the University of Berlin.
After graduation Fischer spent a year as an assistant at the Chemical Institute of the University of Berlin, a year in the army and a year as an assistant at the university's Pharmaceutical Institute. In 1906 he became a chemist and manager of the Neue Photographische Gesellschaft in Steglitz, which specialized in photographic papers. From 1912 to 1914 Fischer worked with Swiss chemist Johann Wilhelm Siegrist, then entered the German Army during World War I. After the war he worked as a chemist for the Schering firm in Berlin until 1927, when he founded his own company, Technophot Dr. Rudolf Fischer. Located in Berlin-Neukoelln, it prosperously manufactured photographic papers for technical purposes.
In his early researches at Neue Photographische Gesellschaft, Fischer worked on print toning and patented ideas for three-color films and color coupler plates (1913-14).
