Prior to his appointment he taught for ten years at the Universities of Nebraska and Michigan and at the National War College, and during World World War II carried out research for the Office of Strategic Services at its Research and Analysis Branch in Washington, District of Columbia and overseas. He had completed a Doctor of Philosophy at Harvard University in 1933.
