Career

From 1977 to 1984 he served as national director of the Expanded Programme on Immunization, overseeing vaccination policy and implementation during a critical period for preventive healthcare development in the country.
Between 1982 and 1984 he also served as senior advisor to the Ministry of Health of Zaire, contributing to national health planning and disease control policy.
In 1984 Kalisa joined the World Health Organization
as team leader of the WHO Intercountry Center in Kenya, serving until 1986. He subsequently became World Health Organization representative in Burundi from 1986 to 1988 and in the Central African Republic from 1988 to 1991.
Beginning in 1991, he served as World Health Organization representative in Cameroon, continuing his work in epidemiology, vaccination programs, health administration, and regional disease control coordination.
