Takiguchi Ryokichi was born in 1858. He was the eldest son of Enzo Takiguchi, a rich farmer of Yamaguchi Prefecture.

Takiguchi Ryokichi was born in 1858. He was the eldest son of Enzo Takiguchi, a rich farmer of Yamaguchi Prefecture.
Takiguchi graduated from Keio Gijuku in 1886 to become a member of the prefectural assembly.
He became a member of the House of Peers in 1890 and ten years later made an extensive tour of the United States and Europe. Takiguchi was elected a member of the House of Representatives in 1904. In between his political career, he was a director of the Bocho Bank and other companies.
