Ryozo Ioki was born near Matsuyama City.
Ryozo Ioki was considered a child prodigy after he began studying the Chinese classics at an early age under Seikei Kawahigashi, Hekigoto's father. Entered Matsuyama Medical College, but left without graduating to continue his medical studies in Osaka (1886). After graduating (1889), moved to Tokyo to study German (1890) and became associated with Shiki Ivlasaoka, one of the most distinguished men of letters of that time.
Ryozo Ioki was sent as a reporter to cover the Sino-Japanese War (1894-1895) for Nikon Shimbun, and after the war joined the newspaper editorial staff. Later together with Atsumaro Konoe founded the Kolcumm Domei (people's league) and advocated a stronger policy with China. Later they both founded a periodical known as Toyo (East), which aimed to make Japan poaition known to the world vis-a-vis its policy towards Southeast Asia. Later founded Tairo Doshikai, to prevail upon the Government to declare war against Russia, in the course of which held several public meetings at Hibiya Park aimed to arouse bitterness against Russia (1905). Later was sent by the ukuma Cabinet secretly to China to agitate in Manchuria (1916). Later became chief editor of Nihon Oyobi Nikon jin (Japan and the Japanese) and continued to stir up trouble in China, while advocating restoration of the Tsing Dynasty in China and introducing drastic reforms for tightening up Japanese policy towards Asia (1929).
