Ryuji Takeuchi was born in 1903 in Tokyo, Japan.
While attending Tokyo University, passed Higher Civil Service Examination (1927).
Served in England, China, Soviet Union and Germany. Was chief of the 3rd Section, Political Affairs Bureau, chief of various departments of the Central Liaison Office, chief of Hokkaido and Kyoto Bureau, chief of Washington Office (1951). On resumption of diplomatic relation with foreign countries, he served as Minister to U.S.A. under Ambassador Araki. He became chief of the Bureau of European and American Affairs with the status of Envoy Extraordinary and Minister Plenipotentiary (1954). Appointed Ambassador to Belgium (1954).
