Ryusuke Miyazaki was born in 1892 Kumamoto Prefecture, Japan.
While at Tokyo University, formed the Shinjinkai (New People's Association) and became one of the pioneers of student social movement.
Ryusuke Miyazaki was active as standing executive committeeman of the Social Democratic Party (Shaminto), the National Mass Party (Zenkoku Taishuto) and the Social Mass Party (Shadaito).
In 1933, left the proletariat groups. When the Sino-Japanese Affair broke out in 1937, was appointed as the secret envoy of Prime Minister Konoe to the Nationalist Government of China but was arrested at Kobe just before embarking. Later, joined the Tohokai.
