Jowe S. Y. graduated from the College of Foreign Languages in Shenyang in 1919. He studied at Meiji University, Tokyo in 1920 and studied education at the University of California from 1921 to 1923. Mr. Jowe received his Bachelor of Science degree from Oregon State College (or Oregon State University) in 1923. He also studied sociology and modern psychology at the Universities of Illinois and Missouri between 1923 and 1924 and obtained his Master of Arts degree.
Mr. Jowe worked as a chief secretary of the Education Department of the Shenyang Provincial Government in Shenyang in 1925. He was a professor of sociology at Northeastern University, Shenyang, from 1925 to 1928. Between 1928 and 1929 Jowe S. Y. held the post of a dean of the College of Education at Northeastern University. He served as a dean of the College of Letters and Arts of same University in 1928-1929. Mr. Jowe resumed his office as a secretary of the Political Council for the Northeastern Provinces in 1929. He also was a commissioner of Education for the C.E.R. Special Area in Harbin in April, 1930.
