In 1940 passed the diplomatic examination and became overseas student of Ministry of Foreign Afiairs, assigned to Germany and stayed till 1944. After the war, Saburo Kimoto appointed to various offices of the Ministry in Japan. In 1947 he graduated from the Law Department of Tokyo University, and in 1950 dispatched to America to study.
In 1951 returned to Japan and assigned to the Treaty and Regulations Section of the Ministry. In 1954 Saburo Kimoto was appointed chief of the Fourth Section, Treaty Bureau of the Ministry.
