Saburo Shimada studied at the Shoheiko (Shogunate college), Numazu Military School and the University Preparatory School.
Saburo Shimada became editor-in-chief of the Yokohama Mainichi Shimbun (1874) and then was given the post of a secretary of the Senate by Munemitsu Mutsu, Foreign Minister.
He resigned from the government service (1881) together with Shigenobu okuma and organized the Kaishinto Party. He became editor-in-chief of the Tokyo Mainichi Shimbun at the invitation of Moriichi Numama.
After the Parliament was opened, he was elected to the House of Representatives (1890). He subsequently devoted himself to parliamentary politics.
Well known as a politician of high moral principles, he was also noted for his eloquence and powerful writing style, which were demonstrated especially in his attacks against Toru Hoshi and persons involved in the notorious Siemens Scandal.
