Sadakichi Tsuruhara graduated from the University of Tokyo of Faculty of Letters (Department of Political Science and the Department of Property ).
In 1901 Sadakichi Tsuruhara Became the mayor of Osaka, but in 1905 he became the first secretary general of the Korean government office, established in the same year and promoted the third Japan-Korea agreement in July, 1907. After that, in July 1909 he became the President of Tokyo Man-made Fertilizer Company, later the President of Penalai Life Insurance Mutual Company and later in 1912 the President of Central Newspaper (Constitutional Alumni Association Agency). Sadakichi Tsuruhara also was a member of the House of Representatives.
