Graduated from Tokyo University.
Career
Entered the diplomatic service. Was appointed a Foreign Office counselor, then chief of its Trade Bureau. Served as embassy counselor and a member of the Japanese delegation to the Washington Conference (1921). He traveled widely in China and was appointed counselor at the embassy in London. Returning to Japan (1929), he was picked by Foreign Minister Baron Kijuro iShidehara for the post of Minister to China.
