Saheiji Okada was a faithful disciple of Sontoku Ninomiya, noted educator, and rendered efforts to improve the conditions of the local rural community. He developed new farmland and conducted riparian works for its benefit. He founded the Totomi Hotokusha Society (1875), which later developed into the large public welfare organization, the Dai Nihon Hotokusha.
