When public opinion was agog over the issues of selection of an heir to the Shogunate and of Imperial sanction on friendship treaties with foreign powers in 1858, Sakon Shimada and Shuzen Nagano, retainer of Naosuke Ii, the Shogunate Prime Minister, plotted to turn the opinions of Hisatada Kujo, who was kampaku (adviser to the Emperor), in favor of the Shogunate.
He also tried to bring about the marriage of Princess Kazunomiya with Shogun Iemochi. For such actions Sakon offended pro-Imperialist samurai and he was assassinated by Shimbe Tanaka, a retainer of the Satsuma Clan (Kagoshima Prefecture (1862). His head was gibbeted at Shijo Kawara on the Kamo River in Kyoto.
