Professor of economics, Roman civil law, and other subjects in the Faculty of Law of the University of Mexico, 1917- 1920. Adviser to the Secretary of the Interior, and to the Treasury Department of the Federal Government, 1923, 1928, 1930. One of the drafters of the penal code (abolishing capital punishment and jury trial, and creating a body of experts to deal with the treatment of criminals) for the Federal Capital, 1928.
Chairman of the Drafting Committee of the new civil code and code of civil procedure (giving equal rights to women and dealing with advanced provisions in the matter of eugenics) for the State of Veracruz, 1932. Drafter of the law on eugenics and mental hygiene for the State of Veracruz, 1932.
