SEN, Samar was born on August 10, 1914 in Dacca (now Dhaka in Bangladesh). Son of late Surendranath and Charubla Senator.

Joined Indian Civil Service, London 1938. Held several posts in Bengal 1939-1946. Joined Indian Political Service.
