Career
Kinney's documented career is associated with Hannoch Weisman, a law firm based in Roseland, New Jersey. He held the position of partner there, and his practice areas were administrative law, regulatory matters, and general practice. He was also associated with the firm's Trenton office.
Administrative law sets the procedures and rules that government agencies must follow when they issue licenses, permits, and regulations, and lawyers in this field advise clients on dealings with those agencies. Kinney's practice therefore placed him at the intersection of private clients and public regulatory bodies.
Hannoch Weisman was founded in 1960 by Milton Stern together with Herbert Hannoch, Joseph Weisman, William Myers, and Albert Besser. Through the 1970s and 1980s it grew into one of New Jersey's leading firms, with a practice that was largely litigation and corporate work and a particular strength in northern New Jersey. In 1988 it merged with the Trenton firm Sterns, Herbert, Weinroth & Petrino, a combination described at the time as the largest law-firm merger in the state's history. The enlarged firm expanded into the Princeton and Trenton areas in 1990.
The partnership later weakened as senior attorneys departed and debt and overhead costs mounted. The Trenton wing eventually separated from the Roseland wing to form a separate practice, and Hannoch Weisman voted to dissolve as of January 29, 1999.
