He was the son of auctioneer Samuel Lyons and Mary Murphy, and attended the University of Liège and Cambridge University.

A businessman and property owner, he was elected to the New South Wales Legislative Assembly for Canterbury in 1859, but he retired in 1860. He returned as the member for Central Cumberland in 1868, but retired again in 1869. Lyons died at Leura in 1910.
