Member, State Assembly, California, 1921-1930. Active in legislation effecting Taxation Agriculture, Irrigation, Education and Conservation, 1921. Introduced and procured passage of bill which compels all Company District Attys. of Calif, to do all school bd. work free of charge, an estimated saving of $100,- 000 annually.
In same session procured adoption of memorial to Congress to increase tariff on California Agriculture products. The Congress did so in 1923. procured an amendment to motor vehicles act reducing the weight of big trucks from 30,000 pounds to 22,000 pounds, this action saved the highways of the state millions of dollars, 1925. Introduced and procured passage of bill compelling all tax collectors to print on all tax bills all penalties imposed.
In 1925 procured passage of bill to reduce penalties on delinauent first installment taxes, the reduction being 33% and being a total saving of one half million dollars annually. 1929 procured passage of bill which made a reduction of 10% on all taxes sold to State for delinquencies, this bill saves such payers, tax approximately a million dollars annually. Introduced bills to put the petroleum refineries under jurisdiction of Railway commn. to regulate prices to the public, 1929.
