Graduated from 〇kura Higher Commercial School.
After graduating, Tsukamoto joined the editorial staff of Nagoya Shitnbun (newspaper), rising to become its chief editor. Later was elected a member of the Nagoya Municipal Assembly and was once its chairman. Took to politics by joining the Kaishinto Party and in 1937 was elected to the Diet, and was active in politics for 30 years. A man of much influence, he was elected Mayor of Nagoya in 1951.
