Sanenaru Saga was born in Kyoto. His original family name was Ogimachi-Sanjo. Second son of Saneyoshi.
Saga Sanenaru acted as a liaison officer between the Court and the Satsuma and Nagato clans and other pro-Imperialist groups after 1860, thereby contributing much toward the Meiji Restoration (1868).
Like Tomomi Iwakura and Tadayasu Nakayama, he was one of the Court nobles who worked hard for the restoration. It was Sanenaru who conveyed the secret Imperial order to overthrow the Tokugawa Shogunate to the Satsuma and Choshu clans.
After the restoration, he held important government posts including Secretary-General of Home Affairs, Minister of Justice and Education.
