Physician of the Vargas Hospital, Caracas, 1894. Professor of clinical medicine and pathological anatomy in the University of Venezuela, 1894-1901. Sent to Paris to study the new methods of serotherapy in the Pasteur Institute, 1895.
Co-founder of the Pasteur Institute of Caracas, 1896. Director of the same, 18961902. Introduced the Jenner vaccine in Venezuela, 1894.
Rector of the University of Venezuela, 1899-1901. Founder and director (during two years) of the Anales de la Universidad Central de Venezuela. Imprisoned for political reasons by the Castro administration, 1901-1902.
Subsequently joined the revolutionary forces of opposition. Expatriated in 1903; recalled from Paris by General Gómez to assume charge of the Venezuelan legation in Berlin, 1909. Minister Plenipotentiary to Germany, 1910-1914.
Also to Great Britain and Belgium, 1911-1914. Special Ambassador to the coronation of King George V of England. Minister Plenipotentiary to the United States from 1914 until his resignation in 1922 as a protest against the policies of General Gómez.
Delegate to numerous conferences and congresses (including the International Labor Conference). At present (1934) practicing physician in Paris. Author; Les angiocholites et cholécystites suppurées (doctoral dissertation, Paris, 1894).
