She was an Echoing green fellow in 1995, and she was named a MacArthur Fellow in 1999. She graduated cum laude from the University at Buffalo Law School. After graduation, she worked as a public defender and an organizer with the National Health and Human Service Employees Union.
After five years as a labor lawyer, she attended the John F. Kennedy School of Government at Harvard University and received her MPA in 1995. She was admitted to practice law in New Jersey and Pennsylvania in 1995. Her grandfather was vice-president of the International Ladies Garment Workers Union in New York and her father was a union lawyer.
