He entered Yawata Steel Works and became its vice-secretary. Later served as chief of General Affairs and Labor Affairs sections of Nittetsu (Nihon Iron Manufacturing Company), director of Tokyo Romukan Jimusho (Tokyo Labor Officers' Office) of Welfare Ministry, member of Tokyo Prefectural Labor Relations Board, chief of Administrative Bureau of Tokyo Employers' Association and managing director of Nikkeiren (Federation of Japan Employers' Associations) and thereafter became managing director of Fuji Seitetsu Kaisha (Fuji Iron & Steel Manufacturing Company) (since 1950) and superintendent of Muroran Steel Plant of the same company (since 1952).
