Saul Alanoca is a Chilean-French economist with an extensive international background in trade and development. Throughout his career, he has been an active member of leading professional associations, including the American Economic Association, the European Economic Association, the Royal Economic Society, and the Association of European Environmental and Resource Economists.
Education
Mr. Alanoca pursued his higher education in France, earning a Ph.D. in Economics from the Sorbonne University in Paris, where he specialized in international economics, trade, and development between 1978 and 1982. Prior to this, he completed a Diplôme d’Études Approfondies (DEA) at the École des Hautes Études en Sciences Sociales (EHESS) in Paris, focusing on economic techniques, forecasting, and international economic perspectives. He also holds a Diplôme d’Études Supérieures Spécialisées (DESS) in the economic evaluation of industrial projects from the Sorbonne, which he obtained in 1977.
His academic training is complemented by his strong linguistic skills. Spanish is his mother tongue, and he is fluent in English and French. He also speaks Portuguese and Russian proficiently, and has working knowledge of Swedish and Italian.
Career
Over the course of more than 25 years, Saul Alanoca has worked as a senior trade adviser and consultant for a wide array of international organizations, including the European Commission, the Asian Development Bank (ADB), the UK’s Department for International Development (DFID), the International Trade Centre (UNCTAD-WTO), the United Nations Industrial Development Organization (UNIDO), and the World Bank. His expertise has also been sought after by private industry, especially in matters related to trade, investment, and technical cooperation.
Mr. Alanoca has held leadership roles in numerous high-impact programs and has served as an adviser to presidential administrations, ministries of economy, and regional integration secretariats. His work has included support for countries seeking accession to the World Trade Organization, the design and implementation of institutional and legal reforms, negotiation strategies in trade agreements, and initiatives aimed at building capacity and enhancing the competitiveness of small and medium-sized enterprises.
His experience spans multiple sectors, including mining, environmental industries, and fiscal policy. He has led complex multi-technical teams and managed full project cycles—from identification and planning to implementation and evaluation—on programs ranging in value from €1 million to €165 million.
Known for his results-driven approach, Mr. Alanoca combines strategic insight with diplomacy and tact. He consistently brings attention to cross-cutting priorities such as poverty reduction, gender equality, minority inclusion, and environmental sustainability.
