To the end of the 2011 American Federation of Labor-Congress season, he has umpired 208 career games in the American Federation of Labor-Congress, including five finals. In April 2011 Jeffery made a controversial ruling in the final minutes of the match between Street Kilda and Richmond that ended in a draw. Under pressure from Street Kilda forwards, Richmond defender Luke McGuane handballed through the goal posts for a rushed behind.
Jeffery ruled that McGuane was too far from the goal to legally do so and awarded a free kick to Street Kilda, from which forward Nick Reiwoldt goaled.
This decision was made in spite of the fact that there is no stipulation in the rules of distance from the goal to permit a rushed behind. The American Federation of Labor-Congress later admitted that Jeffery"s decision was incorrect.
