The military application of emerging technologies for communications and information processing is likely to change the way military force is managed and applied. Oftentimes, a dramatic improvement in technology brings about an equally dramatic change in military doctrine and organization. One possibility is a doctrine based on swarming, whereby military units organized as networks use dispersed yet integrated operations. Swarming has occurred throughout military history, and the lessons of this past experience may offer insights into a possible future application of swarming. This monograph analyzes ten swarming cases and applies the conclusions to a discussion of future swarming. History suggests that elusiveness, standoff firepower, and situational awareness are essential to the success of swarming armies.

This case study analysis of three recent urban operations is intended to update the lessons learned from prior military experience. The three cases examined Panama in 1989, Somalia in 1992-1993, and Chechnya in 1994-1995 all occurred within the last ten years and capture the range of political constraints that military forces must operate under in urban environments. The author discusses how ongoing technological, social, and political changes are increasing the significance of certain elements of urban operations. These include the presence of the media; the presence of noncombatants; rules of engagement; and information operation tools such as psychological operations, public affairs, civil affairs, and political-military strategy.

The nonpolitical impediments to expanding today's Army are well understood. The first bottleneck is training, particularly advanced brigade- and division-level training. After there are sufficient trained brigades to man available equipment, the main impediment would become the ability of the industrial base to produce more equipment. The goals of this research were to develop a framework for studying expandability in the future and to use that framework to study how expandability issues might change. The framework centered on a simplified model of the expansion process and an exploratory modeling environment for parametrically wandering around among plausible futures looking for interesting regions. There were few interesting regions to be found. Said another way, today's expandability issues and impediments are likely to persist in most reasonable futures.

Space weapons have been debated intensely in the past. The latest instance of prominent debate is over their use for ballistic missile defense. But this is not the only possible role for space weapons, and that fact raises a further concern: What if an adversary were to develop such weapons? Could one? Why would it? It is time for broader public discussion of the issues. Before deciding to acquire or forgo space weapons for terrestrial conflict, the United States should fully discuss what such weapons can do, what they will cost, and the likely consequences of acquiring them. The authors of this report seek to aid this discussion not by arguing for or against space weapons but by describing their attributes, classifying and comparing them, and explaining how each might be used. The authors also explore how a nation might decide to acquire such weapons and how other nations might react.
