Education
Hoy"s early education was at Saint Michael"s College, Enniskillen. He attended and graduated from, graduating with Bachelor of Agriculture degree. He earned a master"s degree from the University of East Anglia and later joined the Department of Foreign Affairs and Trade in 1990.
