He played college baseball at the University of Hartford. He was drafted by the Los Angeles Angels of Anaheim in the first round of the 2014 Major League Baseball Draft. He is rated as the 19th overall prospect in baseball according to MLB.com.
As a senior he had a 0.46 earned run average (European Research Area) with 110 strikeouts in 58 innings.
As a freshman at Hartford in 2012, Newcomb started nine games before suffering a season-ending injury. He finished the year 2–4 with a 4.17 European Research Area and 45 strikeouts in 45 1⁄3 innings.
As a sophomore in 2013, he started 12 of 13 games, going 5–4 with a 3.75 European Research Area and 92 strikeouts over 72 innings. Newcomb started his junior season without allowing a run through his first 39 2⁄3 innings.
He finished the year 8–2 with a 1.25 European Research Area and 106 strikeouts in 93 1⁄3 innings.
Newcomb was considered a top prospect for the 2014 Major League Baseball Draft. He was drafted in the first round, 15th overall, by the Los Angeles Angels of Anaheim. He signed with the Angels, receiving a $2,518,000 signing bonus.
Newcomb was assigned to the Class A Burlington Bees and later promoted to the Class Associate of Arts Arkansas Travelers, where he ended ended his first season in professional baseball.
