Background
The early background and the identity of the chief builder of the Tamagawa water supply works has been lost sight of. One record says that he was a brother of Shoemon Tamagawa, while another says that he was just his friend and both came from the same village. Equally conflicting are the two reports: one says that Tamagawa came from a powerful family, and another that he was of humble peasant stock.
