Background
Seii Honda was born in Kanazawa City in the family of a chief retainer of the local clan which received a fief of 50,000 koku of rice.

Career
He promoted industry in Ishikawa Prefecture as president of the Agriculture-Industry Bank (Since 1898) and as leader of other organizations. Was created a baron (1900) and participated in the organization of the Seiyukai Party. Became a member of the House of Peers (1904).
