Seiichi Kishi was born in 1867. He was the second son of Tomohei Kishi.

After graduating from Tokyo University began practicing as a lawyer and earned a reputation for himself as an authority on civil suits. Seiichi Kishi was President of Tokyo Lawyers' Society and later entered business and became director of several firms (1911).
Seiichi Kishi was appointed President of Japan Society for Physical Culture (1921) in which capacity he made it possible for Japan to participate in international athletic meets and Olympic Games. He was member of International Olympic Games Committee (1925).
Seiichi Kishi was an ardent sportsman he did much to encourage sparts and physical training in the country.
