Seiichi Umeura was born in 1852 in Japan. He was the eldest son of Shiisuke Umemura, a physician in Niigata Prefecture.
First studied to become a doctor, but changed his mind and entered government service by joining the Ministry of Finance (1872).
Seiichi Umeura entered Tokyo Shoko Kaigisho (Tokyo Chamber of Commerce and Industry) (1879). His talents were soon discovered by Eiichi Shibusawa, a prominent businessman of those days, through whose recommendation he was appointed manager of United Raw Silk Company, Yokohama (1881) and eventually became director of the concern. Later became president of Ishikawajima Dockyard (1909) and rendered distinguished services. Founded Tokyo Bay Steamship Company. Also served as president or director of Goto Wool, Tokyo Hydroelectric and many other companies.
