Seiichi Yoshimura entered Fmance Ministry Stationed in U.S.A. in 1930. He became director of Ibaraki Tax Office (1933) and Kyobashi Tax Office, bank inspector and chief of Research Section of Bank Bureau. Assigned to Japanese Embassy in U.S.A. (1941). Appointed chief of Examination Section of General Affairs Bureau (1942) and chief of Insurance and Securities sections of Bank Insurance Bureau, Insurance Finance Bureau respectively and director of Yokohama Customs (1946). President of Yokohama Koshin Ginko (Yokohama Credit Promotion Bank) (since 1949).
Held additional posts of vice-chairman of Yokohama Chamber of Commerce & Industry and president of Yokohama Bankers' Association.
