Background
Seiji Hayami was born in 1868. He was the second son of Genzo Nakayama, he was adopted by Katsuzo Hayami.

Career
After graduating the university became a school teacher, then a publisher and then returning home became president of Geioi Nichinichi, a daily newspaper. Entering politics as a member of the Prefectural Assembly was elected to the Diet eight times on a Minseito Party ticket, later was vice-speaker in the Diet (1924) , vice-minister of Railways and of Finance, then Minister of Agriculture (1925) and Minister of Finance (1926).
