Seiri Tamano was born in 1825 Japan.
A retainer of the Iwakuni Clan, he took active part in national affairs and after the Meiji Restoration (1868) was appointed judicial officer and served in various capacities: chief of Supreme Court (1878), Minister of Justice (1879) and member of Diet and at the same time took charge of redrafting the civil and military penal laws. He was appointed chief of the Supreme Court for the second time (1885).
