Seisaku Shiozu graduated from Doshisha College (1898).
Seisaku Shiozu joined the editorial staff of the Toa Dobunkai, an organization for Sino-Japanese cultural cooperation. Appointed chief of the foreign news section, Kokumin Shimbun (newspaper) (1899) and acted also as a correspondent for the Japan Gazette and the North China Daily News.
During the Russo-Japanese War (1904-05), he helped foreign war correspondents obtain accession to the Japanese authorities. He became later a correspondent for the Daily Telegraph of London and the Chicago Tribune and was a staff member of the Dempo Tsushinsha (Dentsu) News Agency for more than 10 years.
