1904 joined Russian Social-Democratic Workers’ Party in Vilnius and sided with Bolsheviks. 1904 arrested; on release form prison transported illegal lit and worked in underground printing house of Northwestern Party Committee in Minsk. 1907 propaganda among workers in Riga.
Member, Riga Party Committee. 1908 arrested in Riga and sentenced to 6 months’ hard labor. 1913 escaped from hard labor and emigrated.
During war worked in France as metal turner and conducted propaganda among French workers. After 1917 February Revol worked for Riga military organisation and edited newspaper Okopnaya pravda. After German occupation of Riga worked in Petrograd for Central Committee, Metal Workers’ Union.
After 1917 October Revol worked for Collegium, People's Commissariat of Labor. January 1918 appointed comissar for Jewish national affairs Helped to found and edit first Jewish Communist newspaper Der Ernes.
1919 Central Committee member, and People's Commissar of Labor of Literature and Belorussian. 1920 worked in Turkestan as People's Commissar of Education. 1922 chairman, Main Board of Polit Education and head Agitation and Propaganda Department, Central Committee, Communist Party (B) Ukraine.
Member, Central Committee and Central Committee Organization(s) Bureau Communist Party (Bolsheviks) Ukraine. From 1924 deputy head, Agitation and Propaganda Department, Central Committee, RSP(B) and head, of its National Section (until February 1930). From 1930 deputy secretary, Council of Nationalities, Union of the Soviet Socialist Republics Central Executive Committee.
Then chairman, Centr Board, All-Union Social for the Land Allotment of Working Jews. Member. Communist Academy. Director, Institute of Nationalities, Union of the Soviet Socialist Republics Central Executive Committee.
Editor, journal Revolyutsia i natsional’nosti: arrested by State Security organs.
