Became an official of the Education Ministry (1871) and was sent to Europe and America on a mission of inspection. Was appointed chief of the Medical Affairs Bureau of the Education Ministry, then director of the Tokyo Medical School and chief of the Hygiene Bureau, Home Ministry. He was appointed a member of the Senate (1886) and subsequently a member of the House of Peers and a Court Councilor (1892). Rendered outstanding services in the establishment of the national public hygiene system, including the enactment of the Vaccination Law.
