Han was born on August 3, 1960 in Seoul, Republic of Korea; the daughter of Kyong Bong Han and Kyong Ja Kim.

Han received a Bachelor of Science degree in Chemistry from Ewha Womans University in 1983. Two years later she was given a Master of Science degree in Chemistry and a Doctor of Philosophy degree in 1994 from the same university.
Han began her career as a research assistant at Ewha Womans University in 1983. Since 1985, she has been a Principal researcher of Energy Materials Laboratory at Korea Institute of Energy Research.
Han was the director of Green Technology Team of National Research Foundation, Korea and involved in committee member of National Science and Technology Council from 2008 to 2010. She has been the vice president of the Association of Woman Scientists & Engineers, since 2010. Also Seong is a member of Materials Research Society in United States.
