He graduated from the hydro-technical faculty of Leningrad Polytechnic Institute (LPI) in 1997, completed a postgrade course and has a degree of a Doctor of technical Science.
From 1997 to 1980 he was working in all-Union trust "Spetsgidromontazh" as a master and senior engineer, was the foreman on the construction of power plants in Armenia, Georgia, Azerbaijan, Lithuania, Latvia, Karelia. From 1980 to 1990 was the head of the laboratory of hydropower plants, the senior scientist, the senior lecturer and the associate Professor of the Leningrad Polytechnic Institute.
Since January 2000 was a Head of the Department of Theory and Practice of Anti-Crisis Management of the Moscow Higher School of Privatization and Entrepreneurship. In 2000-2001 he also headed the Agency for the Development and Restructuring of State Property in the North-West Region. Since December 2001 he was a General Director of JSC Sheremetyevo International Airport. In November 2002, the board of directors of JSC of the Sheremetyevo International Airport decided to terminate its authority as a general director, considering the unsatisfactory production and financial activities of the airport.
In December 1995 he was elected as a president of the Federation of Orienteering of the Russian Federation, in 1999 was re-elected for a second term and headed it until 2003. In 2007 and 2012 he won the election of the president of the Orienteering Federation and was leading the Federation for 4 terms.
He is the author of numerous publications on energy, energy economics, development of the fuel and energy complex, the author of the first Russian textbook on crisis management. He published a large number of articles on state building in Russia, the development of Russian parliamentarism, on the problems of political, economic and social reform of Russia.
He was a member of the CPSU and of the "Democratic Platform in the CPSU" in the Leningrad group "Left Center". In March 1990 he was elected as a People's Deputy of the Leningrad City Council and a deputy of the Krasnogvardeysky District Council of Leningrad, in May 1990 he was elected as a chairman of the Krasnogvardeysky District Council. In the Leningrad City Council he headed a democentric faction "Interprofessional group". In August 1991 he was appointed as a head of the Krasnogvardeysky district administration.
From December 12, 1991 to October 29, 1993 he used to be a Deputy Mayor, a Chairman of the Committee on City Property Management of Leningrad (territorial agency of the State Property Committee of Russia), was a member of the board of the State Property Committee of Russia. In October 1993, he was appointed as a General Director of the Federal Office for Insolvency (Bankruptcy) and, at the same time, a Deputy Chairman of the State Property Committee (GKI) of Russia. Since 1994 he was a first Vice-Chairman, since January 1995 - Chairman of the State Property Committee(SPC).
In December 1995 he was elected tas a deputy of the State Duma of the second convocation (1995-1999) on the list of the block "Our Home is Russia" (PDR), and in this connection, in January 1996, was relieved from this post as Chairman of the State Property Committee. He was a member of the Council of the State Duma, a member of the Committee on Nationalities, since September 1997 was a member of the Property Committe, Privatization and Economic Activities, was Chairman of the faction of the PDR. In August 1997, he announced his withdrawal from the NDR and his resignation of the leader of the faction. In 1998, he established and headed as a chairman of the political council the all-Russian socio-political movement "Russian Progressive Union".
