Barinov graduated from N. E. Bauman Moscow Higher Technical School (1986).
Since 1986, Barinov was an industrial engineer of the 3rd class, a shop foreman of “Vacuum” plant under S. A. Vekshinsky Vacuum Technics Research Institute (Moscow). Since 1989, he was an assistant worker of the 2nd class of Moscow city center Youth Residential Complex. Since 1992, he was Chairperson of DO Youth Residential Complex “Sretenka”. Since 1993, Barinov was Chief specialist, Head of the Socio-Economic Programs Department of the State Committee on Youth Affairsof the Russian Federation. Since 1998, he was Deputy Chief of the Social Welfare Consolidated Department of the Ministry of Economics of the Russian Federation. Since 1999, Barinov was Senior Project Manager of the Housing Programmes Directorate of the Russian Federation State Committee on Youth Affairs. In 2000, he became CEO of independent non-profit organization “Transregional Information Technology Agency”. In 2000, Barinov was appointed Deputy Chief of the Department on Youth Affairs of the Ministry of Education of the Russian Federation, in 2004 – Head of the Youth Welfare Department of the Federal Education Agency. Since 2005, he was Head of the Management of the development of affordable housing market of the Federal Agency for Construction and Housing and Communal Services. Since 2007, Barinov has been Deputy Director of the Department of Housing Policy of the Ministry of Regional Development of the Russian Federation and since 2008 – its Director.
